MINUTES OF THE CRISP COUNTY BOARD OF COMMISSIONERS
CALLED MEETING HELD ON OCTOBER 30, 2013

OPENING CEREMONIES

Chairman Authur James Nance called the meeting to order at 2:00 p.m., with Commissioners Wallace Mathis, Clark Henderson, Sam Farrow, and Larry Felton in attendance. Others present were County Administrator Tom Patton, County Attorney Rick Lawson, Finance Director Sherrie Leverett, and Clerk Linda Finch. Chairman Nance gave the invocation.

GO INTO EXECUTIVE SESSION

Motion was made by Mr. Farrow to go into Executive Session to discuss consideration of the RLF Loan applications and Tax Assessor's request, seconded by Mr. Henderson, motion carried unanimously.

COME OUT OF EXECUTIVE SESSION

Motion was made by Mr. Henderson to come out of Executive Session, seconded by Mr. Felton, motion carried unanimously.

APPROVE IDA-STELLA JONES PROJECT RLF

Motion was made by Mr. Mathis to approve the Revolving Loan Fund loan for the Stella Jones rail project per the recommendation of the Revolving Loan Committee pending preparation of a promissory note or Memorandum of Understanding to back up requested $470,000, seconded by Mr. Farrow, motion carried unanimously.

APPROVE JMB, LLC - YOASIS PROJECT RLF

Motion was made by Mr. Mathis to approve the Revolving Loan Fund loan for JMB, LLC-Yoasis Project per the recommendation of the Revolving Loan Fund Committee for $100,000 at 2% interest for seven years and authorize Attorney Lawson to draw up the proper paperwork.

APPROVE HAMPTON INN PROJECT RLF

Motion was made by Mr. Mathis to approve the Revolving Loan Fund loan for the Hampton Inn Project per the recommendation of the Revolving Loan Fund Committee for $500,000 at 2% interest for six months and authorize pending preparation of the proper paperwork, seconded by Mr. Henderson, motion carried unanimously.

APPROVE TAX ASSESSORS REQUEST TO CONTRACT WITH GMASS

Motion was made by Mr. Henderson to approve the Tax Assessor's request to contract with GMASS for purposes of handling the seventy-nine appeals left from the 2013 Tax Digest, seconded by Mr. Farrow, motion carried unanimously.

RENEW CONTRACT WITH LANIER ENGINEERING

Administrator Patton advised that it is time to renew the contract with Lanier Engineering for the landfill; there will be no change in the price of $22,500 for the upcoming year plus other tests that have to be done annually. Motion was made by Mr. Mathis to renew the contract with Lanier Engineering for the engineering services at the landfill for $22,500 plus other tests required, seconded by Mr. Farrow, motion carried unanimously.

APPROVE PROCLAMATION FOR ILA SANDERS CAPE

Commissioner Mathis reported that Mrs. Ila Sanders Cape, 107, the oldest citizen of Crisp County and the oldest member of Penia Baptist Church, has died, and he thinks it would be a good idea to write a proclamation recognizing her and her contributions to the county. By common consent, Commissioners approved the Proclamation for Ila Sanders Cape.

Motion was made by Mr. Mathis to adjourn the meeting at 3:16 p.m., seconded by Mr. Felton, motion carried unanimously
