MINUTES OF THE CRISP COUNTY BOARD OF COMMISSIONERS
CALLED MEETING HELD ON SEPTEMBER 17, 2013

OPENING CEREMONIES

Chairman Authur James Nance called the meeting to order at 10:00 a.m. with Commissioners Wallace Mathis, Clark Henderson, Sam Farrow, and Larry Felton in attendance. Others present were County Administrator Tom Patton, County Attorney Rick Lawson, Finance Director Sherrie Leverett, Clerk Linda Finch, Crisp County Tax Assessors' Board members Hal Carter, Robert Powell, Harold Jackson, Jeffery Hunt, Royce Reeves, and Chief Tax Assessor Tim Quick. Commissioner Henderson gave the invocation, and Chairman Nance welcomed all in attendance.

GO INTO EXECUTIVE SESSION

Motion was made by Mr. Felton to go into Executive Session to discuss personnel, potential litigation, and real estate seconded by Mr. Henderson, motion carried unanimously.

COME OUT OF EXECUTIVE SESSION

Due to an individual present who wanted to discuss his tax evaluation, motion was made by Mr. Henderson to come out of Executive Session, seconded by Mr. Felton, motion carried unanimously.

CHARLES RING'S COMMENTS

Charles Ring advised that he owns some land in the county, and when he got his tax bill for this year, it will take four years for him to equal to what he has been paying for this year. He figured his to be about a 300% increase, and he wants to know how that could be done legally. Chairman Nance asked if he appealed his re-evaluation, and Mr. Ring replied that he did; he didn't know what he was doing but he talked with someone in the Tax Assessor's office and they did bring the bill down some but he still thinks that is too high. Jeffery Hunt asked if Mr. Ring thought that they didn't have something valued correctly or that there was something on his property that had been left out before, and Mr. Ring replied he didn't think anything had been left off before. Commissioner Henderson stated that the only thing under the law he can do is appeal next year as the time for appeals is over for this year. Mr. Farrow thanked Mr. Ring for coming and stated that this problem is exactly why we are having this meeting as we are trying to iron out some of these problems. Tim Quick stated that what is appealed is actually the value, if you take the amount of taxes out of the equation and just look at the value to see if your property is valued as it should be, and if not then you will need to fill another appeal between January and April of next year. The county hasn't had a re-evaluation since 2003 on residential property; that is nine years' worth of grow and it could have been something that happened during that time.

Motion was made by Mr. Henderson to come out of Executive Session, seconded by Mr. Farrow, motion carried unanimously.

ADJOURNMENT

Motion was made by Mr. Henderson to adjourn the meeting at 11:56 a.m., seconded by Mr. Felton, motion carried unanimously.
