BOARD OF COMMISSIONERS
CRISP COUNTY
DECEMBER 26, 2002

Chairman J. R. Dowdy, Jr. called the meeting to order. Commissioners James D. Harris, Joyce C. Pheil, Willie J. Patrick, County Administrator John S. Pate, Jr., and County Attorney Guy D. Pfeiffer in attendance. Mr. Harris gave the invocation.

Chairman Dowdy stated that the meeting today is either to accept or reject the recommendation from the Arbitration Committee regarding the Local Option Sales Tax split. Mr. Pate advised that the Arbitrator's recommended 51% to the City of Cordele, 2% to the Town of Arabi and Crisp County receiving 47% of the LOST distributions, and he thinks it will be in effect for ten years. Mr. Pfeiffer reported that based on current levels of sales tax receipts, this shifts about $75,000.00 a year from the county, which means you will need to raise your mileage about a quarter mill and this amount, you will not be able to roll back, and about $60,000.00 of that will go to the City of Cordele which will commit them to roll back and additionally half a mill or about $15,000.00 will go to the Town of Arabi in addition to what they are receiving now. Mr. Pfeiffer stated that apparently the City had paid based on an invoice of 1/3 of the total so they have paid some on the arbitration fee; the amount they will be paying us will be the net, and ultimately they will pay 51% of the total of $16,722.21. He advised that the County will get a refund from the AAA for the amount the city paid as we paid 100% of it and Arabi will pay 2% as it is being split on the basis of the percentages as determined by the Arbitrators and accepted by the County.

Motion by Mr. Harris, seconded by Mrs. Pheil and motion carried unanimously, accepting the Arbitrator's recommendation and giving 51% to the City of Cordele, 2% to the Town of Arabi and 47% to Crisp County for Local Option Sales Tax split.

There being no further business, the meeting was adjourned.
