CRISP COUNTY ZONING BOARD OF APPEALS
November 20, 2012
The Crisp County Zoning Board of Appeals met at a regular meeting on the 20th day of November at 9:00 am. in the Crisp County Government Center.
The following members were present: J.C. Clark, Jerry Carney, Lucky Taylor and new board member, Dale Mitchell. Absent was Wendy Peavy. Also present, Jimmy Mumphery, County Building Inspector, absent was Connie Sangster. Also present were the following visitors: Rick Hughes.
VOTE: Motion was made by Jerry Carney with a second by J.C. Clark to approve the minutes of the September 18, 2012. Carried unanimously.
Request from Richard Hughes for a variance to reduce the required 50' front yard setback to 22' for the purpose of locating a mobile home n the property. Property is located at 546 Penia Road N. and is zoned RR (Rural Residential).
Vice Chairman J.C. Clark called the hearing to order. Mr. Clark read aloud the criteria and procedures that the board considers when making decisions. At this time, Mr. Clark read aloud the variance request.
Mr. Rick Hughes spoke on his own behalf. Mr. Hughes explained to the board that he understood that the measurement was taken from the center of the road and not from the row, and that is why the home was placed where it is and why he is having to ask for the variance. Mr. Carney spoke on conditions of other units being placed too close to the row and Mr. Mitchell stated he was concerned about the distance to the road. Mr. Hughes told the board that he could move the mobile home back behind the drain field but that would also require him to relocate the septic tank, which would be an added expense that he really cannot afford at this time. Mr. Clark asked if there were any letters for or against request. Mr. Mumphery replied no. Mr. Clark asked if there were any more questions. There were none. Mr. Clark stated that this concluded the public hearing portion of the meeting and now they would go into discussion and vote.
After discussion, the vice chairman asked for a motion.
VOTE: A motion was made by Lucky Taylor seconded by Jerry Carney to approve the variance request to reduce the required 50' front yard setback to 22' for the purpose of locating a mobile home on the property.
Board members asked for this Department to ask the Commissioners about them getting some kind of compensation/reimbursement for their time and expense (gas mileage) for being on this board, maybe being paid if only in attendance at scheduled meetings.
