MINUTES
CRISP COUNTY ZONING BOARD OF APPEALS
March 18, 2008
9:00 A.M.

The Crisp County Zoning Board of Appeals met at a regular meeting on the 18th day of March 2008 a.m. in the Crisp County Courthouse. The following members were present: Emmett Walker, J.C. Clark, Frank Lott, and Mark Brubaker. Absent was member Wendy Peavy. Also present, Connie Sangster, Secretary & Planning Director & Jimmy Mumphery, County Building Inspector. Also present were the following visitors: Dave Oakes and Hoyt Smithwick.

MINUTES

VOTE: Motion made by J.C. Clark, seconded by Mark Brubaker to approve the Minutes of the January 15, 2008 meeting. Carried unanimously.

PUBLIC HEARING

Request from Dave Oakes for a variance to reduce the required 15' east and west sideyard setbacks to 11' for the purpose of locating a structure (doublewide mobile home) on the lot. Property zoned RS1 (Single Family Residential) and located at 132 Smoak Bridge Circle.

Chairman Emmett Walker called the hearing to order. Mr. Walker read aloud the criteria in which a variance request is handled. Dave Oakes was present and spoke on his own behalf. Mr. Oakes stated that if approved he would like to place a 28' wide mobile home on the property. Mr. Oakes stated that there was an old singlewide on the property that he has removed and cleaned off the lot, which made the neighbors happy. Frank Lott asked if this was a second home. Mr. Oakes replied yes. He stated that it would have permanent concrete stucco at the bottom (underpinning). Mr. Oakes stated that he owns adjacent lots that were offset and he would be locating the structure closest to Swift Creek Road. He stated that he had already been approved by the Health Department for the septic tank and has already contacted Cordele Concrete on that matter. Mr. Oakes also stated that the other lot would be used for parking, grass and flowers. At this time, Mr. Walker asked if there were any more questions. There were none. Mr. Walker stated that this concluded the public hearing portion of the meeting and now they would go into discussion and vote.

MEETING

After discussion, the chairman asked for a motion.
VOTE: A motion was made by Mark Brubaker, seconded by Frank Lott to approve the variance request as presented. Carried unanimously.

Request from Hoyt Smithwick for a variance to reduce the required 15' sideyard setback on the west side to 6' for the purpose of adding an 8x16 (128 square foot) to an existing 8x12 (96 sq. ft) storage building. Property zoned RS1 (Single Family Residential) and located at 132 Smoak Bridge Circle.

Chairman Emmett Walker called the hearing to order. Mr. Smithwick was present and spoke on his own behalf. M. Smithwick stated that she is remodeling his kitchen and needs more storage space. He stated that if approved he will be adding the addition on the northeast side of the existing storage building. Mr. Smithwick stated that his neighbor, Michael Martinoff had no objection to the request. Ms Sangster stated that she did get a letter from Mr. Martinoff with no objection to the request. Mr. Lott asked Mr. Smithwick if he was going to tie the buildings together and if it would match the existing building. Mr. Smithwick replied yes. At this time Mr. Walker asked if there were any further questions. There were none. Mr. Walker stated that this concluded the public hearing portion of the meeting and now they would go into discussion and vote.

VOTE: A motion was made by J.C. Clark, seconded by Mark Brubaker to approve the request for a variance as requested.
